Premier was Successful in Negotiating almost $400,000 in Brownfield Tax Incentive Grants on behalf of our Client.
Premier Environmental Services Inc. was retained in 2012 to provide environmental services in support of a Brownfield redevelopment project in Cornwall, ON involving a six-acre land assembly of a former fleet services maintenance and fuelling garage, a former CPR railway, and residential properties. Detailed investigations confirmed that heavy metals and petroleum hydrocarbons were present in soil and groundwater as a result of leaking underground storage tanks, an oil/water separator and in-ground hydraulic hoists, and chemical storage areas. A designed substances survey also confirmed the presence of asbestos-containing materials and lead-based paints within several existing buildings that needed to be addressed prior to demolition.
Premier developed a comprehensive Remedial Action Plan that detailed the physical removal of soil and groundwater contamination in affected areas of the property, and abatement of hazardous building materials. We developed tender specifications to obtain abatement, demolition, and remediation bids from qualified environmental contractors, and provided the oversight to complete this work.
Premier provided oversight of the abatement, building demolition, and remediation activities. Premier obtained an acknowledged Record of Site Condition (RSC) based upon the results of the post-remediation confirmatory sampling. Once the additional sampling is completed, Premier will submit a RSC for acknowledgement by MOECC. The property was developed into a new multi-tenant commercial retail site, anchored by a 35,500 ft² supermarket building. Premier was also successful in negotiating almost $400,000 in tax-incentive grants to address remediation costs and municipal fees, including hazardous materials abatement, contaminated soils tipping fees, and building permits through the City of Cornwall’s Brownfields Community Improvement Program (CIP).
