SITUATION
Premier Environmental Services Inc. was retained to complete hazardous building materials surveys at a number of retail clothing stores in Ontario, British Columbia, and Alberta, for a nationwide retail clothing chain. These surveys were completed on a rush basis prior to initiating pre-demolition work on a major renovation to suit a major re-branding. Premier provided third-party oversight of the asbestos abatement work at many stores, on behalf of the owner.
CHALLENGE
The retail stores were required to remain open for the duration of the renovation. To accommodate this, renovation work at each location was completed in phases, and abatement work has proceeded after hours for some properties. At one flagship store, Premier worked directly with the client, two general contractors, and two separate asbestos abatement companies to ensure that abatement work was completed as required to support the renovation in compliance with the Occupational Health and Safety Act. As a result, there have been no work stoppages due to asbestos related non-compliance, and the extent of asbestos containing materials upon completion of the renovation work will be accurately documented for each building-specific Asbestos Management Program.
RESULTS
The first store renovation started in early 2014. By early 2016, Premier has completed several hundred site visits for regulatory compliance, and third-party oversight of abatement work, at half a dozen retail stores in Canada. Premier has issued site visit reports documenting the progress and extent of abatement work, bulk and air sampling as needed, any deficiencies in work practices, and how they have been rectified. The work is expected to continue into 2017.
